Frequently asked questions
Is universal design legally required in Norway?
Yes. The Equality and Anti-Discrimination Act requires public and public-sector websites and apps to meet WCAG 2.1 AA. From June 2025 the EU European Accessibility Act (EAA) also applies to many private digital products and services in the EEA.
What is WCAG 2.1 AA?
WCAG 2.1 AA is the international standard for digital accessibility. It requires sufficient colour contrast, keyboard navigation, screen reader support and alternative text for images – the minimum level required in Norwegian law.
How much does a WCAG audit cost?
A WCAG audit for a simple website often starts from NOK 15,000–30,000. Larger web applications and portals can cost NOK 50,000–150,000 including report, prioritised action list and follow-up review.
What is the difference between WCAG 2.1 and WCAG 2.2?
WCAG 2.2 adds nine new criteria, especially for mobile use and cognitive accessibility. Norwegian law currently references WCAG 2.1 AA, but planning for WCAG 2.2 is recommended.
